Cayuga County is moving to create an animal abuse registry and prohibit convicted abusers from owning pets, according to The Citizen.
The county legislature’s proposal marks a first step toward stronger protections for animals, inspired by similar efforts across the state. Offenders would be listed in a database and blocked from adopting or purchasing animals locally.
The plan is still in early stages but has strong support from local advocates and officials.
