A Lyons man and registered level 3 sex offender has been arrested following a disturbing investigation into a reported rape involving a female relative in the Village of Newark.
The Wayne County Sheriff’s Office says 38-year-old Matthew J. Hagar was taken into custody after investigators determined he drugged and raped the victim on January 21, 2025. Deputies say the assault occurred while the woman was unconscious at a residence in Newark.
Hagar is now charged with Predatory Sexual Assault, Rape in the First Degree, and Incest in the First Degree. He was arraigned and sent to the Wayne County Jail without bail.
Authorities noted that Hagar is currently on probation and classified as a level 3 sex offender—the highest risk category—due to a previous conviction in March 2022. In that case, he was convicted of a Criminal Sex Act in the Second Degree involving oral and anal sex with a child under the age of 15.
The Sheriff’s Office has not released further details but emphasized that the investigation remains ongoing.
