The Cayuga County Legislature will hold its monthly meeting Tuesday at 6 p.m. at the Locke Fire Department, with an agenda that includes two public hearings, multiple hiring and funding authorizations, and a vote on accepting adult-use cannabis sales tax revenue.
Public hearings set on sewer district and local law
The meeting will begin with public hearings on two issues. The first concerns the proposed formation of County Sewer District No. 3. The second hearing addresses a local law to amend and restate Local Law No. 3 of 1994, as periodically amended. A resolution to adopt the law and another to authorize the sewer district’s formation appear later on the agenda.
Legislators to vote on accepting cannabis tax revenue
One of the notable votes scheduled is on a resolution that would authorize the county’s Finance Director to accept adult-use cannabis sales tax revenue. Under the state’s rules, Cayuga County is entitled to retain 25% of the revenue and must distribute the remaining 75% to municipalities hosting retail cannabis dispensaries.
Hiring restrictions may be extended
Legislators will consider extending countywide hiring restrictions through Oct. 31. The restrictions, originally enacted in June due to financial concerns, apply to all vacant and anticipated vacancies but include exceptions for several positions in law enforcement, social services, and public health.
Real Property Services Director up for reappointment
A resolution sponsored by the Ways & Means Committee proposes reappointing Jennifer Indelicato to a new six-year term as Director of the Cayuga County Real Property Services Department. Her current term expires on Sept. 30.
Health and Human Services actions include staff requests, contract approvals
A significant portion of the meeting will focus on staffing and funding resolutions from the Health and Human Services Committee. Lawmakers will vote on filling multiple positions across the Department of Social Services, the Community Mental Health Center, and the Health Department. Several of these positions are funded through federal grants or reimbursements.
Other resolutions include:
- A contract with Community Action Programs Cayuga/Seneca (CAP) for HEAP outreach and rapid re-housing services.
- A renewal of the Northwoods software contract to assist DSS caseworkers.
- Amendments to the Social Services and Mental Health budgets to reflect new federal and state funding.
- Creation of new positions under the state’s HELP program to address hiring challenges in key roles.
Emergency services, elections and infrastructure contracts on the table
The agenda includes proposed resolutions to:
- Authorize security and HVAC contracts for the 911 Center and tower sites.
- Create three new emergency services positions and fill several dispatcher and sheriff roles.
- Approve extensions for four New York State Board of Elections grants.
- Authorize installation of EV charging stations at Emerson Park under a NYSERDA grant.
- Approve cleaning service contracts for county buildings and fill several Motor Equipment Operator positions in the Highway Department.
Vehicle policy and cannabis sales tax law updates also proposed
Lawmakers will consider an amendment to the county’s vehicle policy. Proposed changes include moving the county’s motor pool, revising safety training requirements, and adding accident protocols. A separate resolution would increase the sales tax rate on certain goods and services under Article 29 of the state Tax Law.
Presentation and reports
The meeting will include a presentation by Shereen Androsko on corporate compliance and reports from Cayuga Community College President Dr. Brian Durant, committee chairs, and Chair Jonathan Anna.
