Public hearing set for annexation of land in Penn Yan

The Village of Penn Yan will hold a joint public hearing with the Town of Benton on Wednesday to consider the proposed annexation of more than 12 acres of land aimed at expanding community recreational resources.

The 12.806-acre parcel, located on the easterly side of North Main Street, is owned by Yates Cultural and Recreational Resources Inc. (YCRR), a local nonprofit. The property is intended to support new recreational facilities for the Penn Yan community.

The hearing, scheduled for 6:00 p.m. at Village Hall, will offer the public a chance to comment before the Village Board of Trustees takes up two key resolutions. The first, Resolution No. 51-2025, would designate the board as the “Lead Agency” for environmental review under the State Environmental Quality Review Act (SEQRA). The annexation has been classified as an “Unlisted Action,” and no objections were raised by other agencies during the required 30-day review period.

Following that, the board will consider Resolution No. 52-2025, which would adopt a Full Environmental Assessment Form (FEAF) and issue a Negative Declaration, signifying that the annexation is not expected to cause significant environmental impacts. Once adopted, the resolution and documentation will be submitted to the New York State Department of Environmental Conservation.

The meeting may also include an executive session for legal or personnel matters, if needed. The resolutions and FEAF were formally certified by Village Clerk/Treasurer Holly Easling and are part of the official record.
