Ontario County releases new report to strengthen local safety net

After two years of research and outreach, Ontario County and The Partnership for Ontario County have released a sweeping report aimed at improving community support systems for residents facing challenges such as incarceration, substance use, and mental health issues.

The report, formally accepted by the Ontario County Board of Supervisors in May and presented on June 18, outlines findings and recommendations from the Community Liaison Team. It identifies both strengths and gaps in the region’s social safety net and proposes strategies to enhance long-term recovery, reentry, and wellness.

“This report presents an opportunity for increased alignment between community resources with the real-world needs of Ontario County residents,” said Kyvaughn Henry, the project’s lead researcher. “We need to focus on how systems can work more effectively together.”

The findings are based on more than 500 responses to a countywide Community Needs Assessment Survey, along with qualitative input from 10 community forums, in-depth interviews, and door-to-door outreach. The team also examined extensive county and state-level data.

“This was a true cross-sector effort,” said Gwen Van Laeken, Executive Director of The Partnership for Ontario County. “The findings reflect the lived experiences of community members and frontline providers.”

Supervisor Todd Campbell, for whom the Campbell Commission is named, thanked everyone who contributed. “The Campbell Commission is committed to discussing next steps based on the goals, recommended strategies, and key action items identified in the report.”

The full report is available on the Ontario County website.
