Geneva City Council held a special meeting Tuesday evening to set the stage for potential state and federal grant funding applications that could support community development projects aligned with the city’s long-term plans.

In a unanimous vote, the Council approved Resolution No. 38-2025, which establishes a public hearing for July 2, 2025, at 7:00 p.m. to discuss the city’s participation in the 2025 Consolidated Funding Application (CFA) process and the Community Development Block Grant (CDBG) program. The hearing will be an opportunity for the public to weigh in on Geneva’s community development needs and the city’s intent to apply for multiple funding streams.

City Manager Amie Hendrix explained that while the resolution lists a broad range of eligible programs—including infrastructure, microenterprise, housing, and environmental initiatives—the city is not obligated to apply for all of them. Rather, the comprehensive list provides flexibility. A more refined list of target applications will be shared ahead of the hearing, she said.

Hendrix emphasized that any grant awards would likely require matching funds from the city. She noted that this year’s strategy prioritizes funding for projects already in development or included in departmental work plans, such as equipment purchases like fire engines that could be supported through the CDBG Community Facilities Program.

Councilors raised questions about the longevity of federal CDBG funds, with Hendrix confirming that while current funds remain available, the program is among those targeted for possible future cuts at the federal level.

Following the vote, Council entered an executive session to discuss proposed, pending, or current litigation, as well as the employment history of a particular person. No action was taken following the closed-door session.

The public hearing on July 2 is a key procedural step in the city’s efforts to secure external funding for planned improvements across multiple departments.
