Five arrested in Bath drug sweep after parole checks uncover narcotics, replica handgun

A routine parole check in Bath led to the arrests of five people last week after police uncovered significant quantities of illegal drugs, drug packaging materials, and a replica firearm in two hotel rooms at the Budget Inn.

According to the Village of Bath Police Department, officers responded to the hotel at the request of New York State Parole on May 16. The initial call came at 1:30 p.m., when parole officers discovered a large quantity of narcotics in one parolee’s room. Three occupants were taken into custody, and Bath police obtained a warrant to search the room.


Authorities seized approximately 2.5 ounces of methamphetamine, 5.6 grams of cocaine, drug packaging materials, and digital scales. Arrested in that room were:

  • Justin J. Snyder, 36, of Bath, charged with Criminal Possession of a Controlled Substance in the Second Degree (Class A-II felony) and Third Degree (Class B felony). He is a three-time convicted felon under NYS Parole supervision.
  • Megan R. Tobias, 32, of Bath, charged with Criminal Possession of a Controlled Substance in the Third Degree (Class B felony).
  • Bryan J. Burleson, 33, of Bath, charged with Criminal Possession of a Controlled Substance in the Second Degree (Class A-II felony).

Snyder and Burleson were remanded to the Steuben County Jail without bail. Tobias was released.

Roughly 20 minutes later, at 1:52 p.m., officers conducted checks in a separate hotel room tied to a different parolee. A second search warrant was executed after more narcotics were located, leading to two additional arrests.

In that room, police seized approximately 28 grams of methamphetamine, 23 grams of cocaine, packaging materials, scales, and a replica Beretta handgun.

Arrested were:

  • Brian T. Hess, 42, of Bath, charged with two counts of Criminal Possession of a Controlled Substance in the Second Degree (Class A-II felony). Hess is also a three-time convicted felon under parole supervision.
  • Niccole R. Scott, 38, of Bath, charged with one count of Criminal Possession of a Controlled Substance in the Second Degree (Class A-II felony).

Both were arraigned in Steuben County CAP Court and remanded to jail without bail.

The investigation remains ongoing.
