Hornell man charged in $3,900 welfare fraud case

A Hornell man is facing felony charges after investigators say he illegally collected thousands of dollars in welfare benefits by submitting false documents.

Ryan C. Deisher, 26, was arrested on May 13 by Steuben County Sheriff’s Office investigators. Authorities allege Deisher filed a false instrument with the county’s Department of Social Services and improperly received $3,909 in benefits between April 1 and December 31.


According to the Sheriff’s Office, Deisher faces multiple felony charges, including offering a false instrument for filing in the first degree, falsifying business records in the first degree, welfare fraud in the third degree, and grand larceny in the third degree.

He was arraigned in Centralized Arraignment Court and released.

Sheriff Jim Allard thanked the Department of Social Services Fraud and Legal Affairs Unit and the District Attorney’s Office for their help in the investigation and arrest.
