A leaked email has surfaced linking possible unknown substance exposures at New York state prisons to suspected retaliation following the death of inmate Robert Brooks, according to former correctional officers.
The message, dated Jan. 23, reportedly outlined methods for moving drugs through facilities, just one day after 20 staff at Upstate Correctional Facility were hospitalized. Ex-COs Nathan Locke and Ross Driscoll described strong odors, symptoms requiring Narcan, and a surge in incidents after the Marcy Correctional Facility beating.
State officials maintain no controlled substances were detected and blood tests showed no positive results.
