State officials are struggling to resolve an ongoing prison strike, with more than 30 facilities affected as correction officers protest unsafe conditions, excessive overtime, and the HALT Act’s limits on solitary confinement.
Despite negotiations, DOCCS has not pushed lawmakers to amend the law, frustrating officers who say changes are necessary for safety.
Gov. Kathy Hochul declined to intervene, leaving legislative action up to lawmakers, many of whom oppose changes.
Meanwhile, officer terminations have begun, and the National Guard has been deployed to fill staffing gaps. With inmate deaths under investigation, lawmakers are prioritizing prison oversight rather than altering HALT.
