Elon Musk, alongside President-elect Donald Trump and Vivek Ramaswamy, is exploring “impoundment” as a key strategy to cut $2 trillion from the federal budget. This controversial tactic, which blocks spending on congressionally approved programs, could spark a Supreme Court challenge to revive presidential powers curtailed since the 1970s.
The Impoundment Control Act of 1974 restricts presidents from withholding funds without Congress’s approval. Trump and Musk argue this law violates separation of powers, citing a need to streamline government operations. Their plans include eliminating entire agencies and slashing federal employee numbers, moves likely to meet stiff congressional resistance.
With additional proposals to bypass civil service protections and leverage recent Supreme Court rulings, the team aims to reshape federal spending radically, setting the stage for a significant constitutional clash.
