Senate Majority Leader Chuck Schumer announced that five New York-based teams have progressed to the next round of the National Science Foundation’s “Innovation Engines” competition, a major initiative under the CHIPS and Science Act designed to boost U.S. innovation. These teams, representing a variety of high-tech research efforts across the state, will compete for up to $160 million in federal investment to fund projects that could drive regional economic growth and create high-paying jobs.
The New York teams advancing include projects from the University of Rochester, University at Buffalo, Cornell University, CUNY, and FuzeHub. Schumer emphasized that New York’s presence in the competition underscores the state’s potential to become a national leader in emerging technology. This comes as 71 teams nationwide prepare to submit full proposals for the next evaluation round, with awards expected in the coming year.
“These five New York projects show the strength of our state’s universities and innovation network,” Schumer said. “Whether it’s laser technology in Rochester, AI advancements in Buffalo, or sustainable dairy production at Cornell, New York is paving the way for technology and jobs that will shape the future.”
Five New York proposals span lasers, AI, dairy, biotechnology, and manufacturing
The University of Rochester’s proposal, “STELLAR: Advancing Laser Technologies in the Rochester NY/Finger Lakes Region,” is aimed at building a laser-focused innovation ecosystem in the region. The project includes collaboration with regional partners to support laser technology advancements that will boost manufacturing, education, and economic growth. By fostering a pipeline of talent and enhancing workforce development, particularly in underserved communities, Rochester aims to reestablish U.S. leadership in laser manufacturing, a critical technology for the internet, chip production, and other essential industries.
Buffalo’s proposal, titled “AI for Health Equity,” aims to harness artificial intelligence to improve healthcare accessibility and outcomes, particularly in underserved areas. The University at Buffalo plans to drive AI-focused innovation by supporting startups, aiding partners in commercializing new technologies, and extending AI’s impact in health services nationwide.
Cornell University’s “SUSTAIN Dairy” initiative targets the agriculture sector with a vision for sustainable dairy practices that can help achieve net-zero emissions by 2050. The project intends to create new dairy products, reduce waste, and stimulate economic growth in rural areas through scalable technologies and a robust dairy innovation ecosystem.
CUNY’s proposal, “Tri-State Tech-Biome,” plans to address critical biomanufacturing needs in the tristate area by developing bio-inspired technologies with renewable resources. By linking with industry and academic institutions, the project seeks to build an ecosystem that supports sustainable manufacturing.
FuzeHub’s project, “Materials Innovation Engine for Manufacturing Sustainability,” is focused on replacing harmful materials in manufacturing with environmentally friendly alternatives. Competing last year and resubmitting this round, FuzeHub’s proposal could help mitigate manufacturing’s environmental impact across the state.
Leaders praise New York’s innovation potential
Last year, Schumer supported Binghamton University’s successful bid in the inaugural NSF Engines competition, which secured $15 million in immediate funding and a potential $160 million in total. The Binghamton-led battery research hub has since spurred advancements in energy storage and manufacturing in upstate New York.
Representative Joe Morelle praised the University of Rochester’s laser project, saying, “This achievement celebrates Rochester’s legacy in optics and photonics and strengthens our role as a regional tech hub.” Thomas Brown, Director of Rochester’s Institute of Optics, emphasized the importance of the STELLAR proposal, noting that U.S. leadership in laser technology is crucial for national security and internet infrastructure.
For the University at Buffalo, President Satish K. Tripathi lauded the university’s opportunity to drive AI-based health innovation. “Senator Schumer’s steadfast support is enabling UB to fuel impactful innovations that can enhance health outcomes,” Tripathi said.
The NSF’s Regional Innovation Engines Program was developed as part of the CHIPS and Science Act, spearheaded by Schumer, with the goal of fostering technology-driven job growth and addressing national priorities in artificial intelligence, biotechnology, quantum computing, and other critical fields. Projects in the program, which can receive up to $160 million over 10 years, will submit final proposals by February 2025, with final award decisions anticipated later in the year.
Schumer highlighted the NSF Engines as a strategic investment for the nation. “These investments will strengthen our manufacturing sector, spur job growth, and ensure that America remains a leader in technology and innovation,” Schumer said.
