A Waterloo man faces multiple charges after allegedly striking a child with a crutch in the presence of several juveniles, police said.
Dylan J. Belcher, 25, was arrested Monday following an investigation into an August 4 incident where he reportedly hit a juvenile while seven other children were present. Belcher was charged with seven counts of endangering the welfare of a child and one count of harassment in the second degree.
Belcher was taken to the Seneca County Correctional Facility and is awaiting arraignment. Authorities have requested orders of protection for the juveniles involved.
