Candor mayor arrested for theft of village funds

The mayor of Candor, Eric Halstead, has been arrested for allegedly stealing $23,000 from the village’s General Fund, according to New York State Comptroller Thomas P. DiNapoli and the New York State Police.

An investigation revealed that Halstead, 67, made regular cash withdrawals from the village fund between February 2017 and May 2023, recording them as “ATM Withdrawal” or “Mayor’s Discretionary.” He allegedly deposited the money into his personal account or spent it, repaying only part of the funds sporadically. Comptroller DiNapoli thanked Tioga County District Attorney Kirk Martin and the New York State Police for their efforts in ensuring justice.

Halstead, who has served as mayor since 2012, was charged with Grand Larceny and Corrupting the Government. He was arraigned and is scheduled to appear in court again on August 5.
