Hochul announces new leadership at Office of Cannabis Management

Governor Kathy Hochul has announced three new appointments at the Office of Cannabis Management (OCM) as part of an operational overhaul. Felicia A. B. Reid has been named Executive Deputy Director and Acting Executive Director, aiming to streamline the licensing process and improve communication.


Felicia Reid brings over a decade of state government experience and will manage licensing, compliance, and enforcement. She emphasized the importance of equity in the cannabis industry, saying, “Cannabis is an enormous opportunity for our state, and OCM must ensure accessibility and transparency.”

Susan Filburn has been appointed Chief Administrative Officer, focusing on stabilizing administrative functions and improving the license review process. Jessica Woolford, promoted to Director of External Affairs, will enhance communication and community engagement. Governor Hochul is also conducting a nationwide search for a permanent Executive Director.
