Sen. Helming to hold press conference Tuesday over state refrigerant standards that will challenge grocers

Senator Pam Helming and Deric West, owner of Honeoye Falls Marketplace and Mendon Meadows Marketplace, will hold a press conference on Tuesday at 10:30 a.m. at Honeoye Falls Marketplace. They will urge the state to delay the implementation of new hydrofluorocarbon (HFC) refrigerant standards and allow more time for a smooth transition. These new regulations aim to phase out the use of HFCs due to their high global warming potential. The changes are part of a broader effort to combat climate change and reduce greenhouse gas emissions.

However, the new standards are raising concerns among operators of small grocery stores. These businesses often rely on older refrigeration systems that use HFCs. Upgrading or replacing these systems to comply with the new regulations can be costly and challenging for small store owners who may have limited financial resources. There are worries about the financial burden and potential disruptions to their operations, as well as the availability of alternative refrigerants and the technical support needed to implement these changes.

The state Department of Environmental Conservation is reviewing proposed changes to HFC phasedown regulations, which include banning new products containing HFCs starting January 1, 2025. These refrigerants are widely used in refrigeration and HVAC systems. The current regulations could have severe financial impacts on independent grocers and convenience stores, especially in food deserts.

Other grocers and local officials attending the event include Joe Nicosia of Joey’s Northside Grocery, Todd Irwin of Caledonia Marketplace, Sam Singh of Bloomfield Big M, Becky Bliss of Bliss Shurfine, Frank West of West’s Shurfine Food Markets, and Brian Davin of Van Ernst Refrigeration. Mendon Town Supervisor John Moffitt and Honeoye Falls Mayor Richard Milne will also be present.
