Seggos announces new leadership appointments including one for Finger Lakes region

New York State Department of Environmental Conservation (DEC) Commissioner Basil Seggos recently announced three significant appointments to leadership roles within the agency. These changes are part of DEC’s broader initiative to modernize and improve environmental management across the state.


Patrick Foster has been appointed as the new Deputy Commissioner for Environmental Remediation and Materials Management. In this role, Foster will oversee various divisions including Materials Management and Environmental Remediation. He brings a solid background from his previous roles within DEC and as an adjunct professor of environmental law. Additionally, Carey Merrill will serve as the first Deputy Commissioner for Risk and Innovation, tasked with leading efforts in compliance and strategic planning, particularly focusing on IT modernization.

Bernette Schilling will take up the role of Assistant Regional Director for Region 8, encompassing multiple counties in New York. Schilling’s appointment comes after over three decades of service at DEC, reflecting the agency’s commitment to strengthening its operations in the Finger Lakes and Southern Tier areas. These appointments are expected to bolster DEC’s mission to protect New York’s natural resources and public health.
