Steuben County Sheriff Jim Allard reported the arrest of Robin S. Gelber, a 50-year-old resident of Athens, Pennsylvania, on charges of welfare fraud and related felonies. Gelber is accused of submitting false documents and falsifying business records to receive benefits from the Steuben County Department of Social Services.
The alleged fraudulent activity spanned from April 2017 to November 2023, during which Gelber improperly obtained $22,354.45 in social services benefits. He faces charges of Offering a False Instrument for Filing and Falsifying Business Records, both Class E felonies, as well as Welfare Fraud and Grand Larceny, both Class D felonies.
Following his arraignment in the Centralized Arraignment Court, Gelber was released. The Steuben County Sheriff’s Office conducted the investigation in collaboration with the county’s Department of Social Services Fraud and Legal Affairs Unit and the District Attorney’s Office.
