Seneca County is actively seeking partners for the redevelopment of the vacant Willard Psychiatric Center campus. The county has issued a Request For Expressions of Interest (RFEI) to gain control and redevelop the property, currently owned by the state. Interested parties have until January 19 to reserve a site visit and until February 9 to submit their responses.
The redevelopment project is a significant opportunity, and the county is looking for developers, businesses, and community stakeholders. The RFEI is part of the county’s strategy to acquire the property from the state and transform it into a productive space. The questionnaire included in the RFEI aims to gather developers’ ideas, requirements, and qualifications for the project.

The Willard site, with a history dating back to 1853, has over 100 buildings and has served various purposes. The redevelopment plan includes assessing the condition of these buildings for potential rehabilitation or demolition. Located on Seneca Lake’s eastern shore, the site also features a water treatment plant, updated electric service, and ample parking. This project represents a unique opportunity to revitalize a historic site and contribute to the community’s development.
