State police: Hannibal man charged with sex abuse of minor, victim found to be under 11

On April 14, 2023, the New York State Police in Fulton arrested 19-year-old Nicholas A. Totman of Hannibal, NY, on charges related to the sexual abuse of a minor.


Totman is facing two counts of first-degree criminal sex act, a class “B” felony, and two counts of first-degree sex abuse, a class “D” felony.

The charges stem from allegations that Totman engaged in sexual contact with a child under the age of 11.


Following his arrest, Totman was processed and transported to the Oswego County Jail, where he awaits arraignment in Oswego County CAP Court.

The Oswego County Child Advocacy Center is providing services and support to the young victim in this case.
