State police arrested an Elmira resident following a call to a single vehicle off the road.
A man, who was assisting removing the vehicle from the road caused an accident with another vehicle.
When troopers interviewed the driver, they found 35-year-old Kyle Reep was intoxicated.
He was charged with aggravated DWI and aggravated unlicensed operation, both felonies. He was also cited for not using an interlock device.
Reep was issued an appearance ticket and will answer the charges at a later date.
