The Penn Yan Police Department says two area residents were arrested after allegedly taking advantage of a physically disabled person.
Police arrested Mark Preston, 64, of Geneva and Troy Rose, 60, of Penn Yan for endangering the welfare of an incompetent or disabled person after an investigation into the abuse of a 33-year-old.
It’s alleged that over a two-year period Preston engaged in sexual contact with the victim and communicated with the victim in a series of sexually charged video chats.
Rose is accused of helping orchestrating the encounters and received compensation from Preston for doing so. It’s also alleged that Rose took the victim to meet men, where he would receive compensation for those encounters.
Police say the victim was incapable of consenting to sexual contact. The two are facing felony charges in local court and were released after arraignment.
