Corning man arrested after welfare fraud investigation: Accused of using another person’s benefits

Deputies arrested a 33-year-old Corning man following a welfare fraud investigation in Steuben County.

Thomas Popps, 33, is accused of using another person’s benefits card while that person was incarcerated at the Steuben County Jail.


The fraudulent purchases took place during the first part of June.

He was arraigned on charges including misuse of food stamps and petit larceny.

The charges will be answered at a later date.
