The Penn Yan Police Department reports the arrest of a village resident following a traffic stop.
Cindy Newcomb, 61, of Penn Yan was ticketed after a traffic stop on Liberty Street.
Police say they observed her operating a vehicle without an active license.
She was ticketed for aggravated unlicensed operation.
The charge will be answered at a later date in local court.
