Deputies: Trio smuggled ‘dangerous’ drugs into Steuben County Jail, now face felony charges

Three people face serious charges in Steuben County after an investigation into drugs getting smuggled into the county jail.

Between October 13th and October 14th deputies arrested three inmates for possessing prison contraband following an investigation into drugs being smuggled into the jail.

Joshua Lavigne, 32, of Elmira, Thomas Shaffer, 28, of Cohocton, and Anthony Devito, 32, of Bath were all arrested after an investigation.

Deputies say the three either possessed or introduced dangerous drugs into the Steuben County Jail.


Lavigne was charged with criminal possession of a controlled substance and promoting prison contraband. Shafter and Devito were charged with just the promoting prison contraband charge. However, all three of those counts were felonies, deputies said.

The three were arraigned and will answer the charges at a later date.
