Police say late-Tuesday they were called to the 100 block of Cherry Street for an active domestic incident and assault.
Around 11:16 p.m. officers responded to an apartment, where the victim was punched multiple times in the face, choked, and had hair burned during the altercation.
The suspect fled and headed towards West Village Place and was eventually taken into custody around the 500 block of Chestnut Street.
Joshua Payne, 22, of Ithaca was charged with assault and criminal obstruction of breathing as result of the incident.
He was placed under arrest following an interview about the incident.
Payne will appear in city court at a later date to answer the charges.
