Police arrested a Geneva man after a complaint for a vehicle blocking Martin Luther King Jr. Drive.
Officers found Theodore Francis Jr., 51, of Geneva sleeping at the wheel of his running vehicle while it was parked in the middle of the street.
Through investigation, officers learned that Francis was highly intoxicated by alcohol.
Officers also found that it was the third time Francis was arrested for DWI since April.
Francis was transported to the Ontario County Jail for arraignment on several charges including a felony count of DWI, aggravated unlicensed operation, and operating without an interlock device.
