Jury finds former county manager John Sheppard guilty in Waterloo Village Court

It took more than five hours of deliberation, but the former county manager of Seneca County has been found guilty of official misconduct.

A six-person Waterloo Village Court jury deliberated for more than five hours on Monday finding John Sheppard, the former Seneca County Manager, guilty of official misconduct.


The verdict followed a five-day trial last week in Waterloo Village Court. He was indicted by a grand jury in 2019. It was alleged he disciplined Emergency Manager Director Melissa Taylor improperly.

He resigned in August 2019 and pleaded not guilty to the charges that followed.

Sheppard and his attorney, James Doyle, requested a jury trial. There were several delays, but the trial began on September 19.

District Attorney Mark Sinkiewicz prosecuted the case. Eleven witnesses were called altogether by prosecutors and the defense.

Sentencing will happen at a later date.
