State police arrested a New Jersey resident following a traffic stop in Waterloo.
Steven Barsky, 23, was charged with driving while intoxicated, operating a vehicle with a BAC over 0.08%, and other traffic violations.
Troopers say Barksy was speeding at the time of the traffic stop.
He was issued tickets returnable to Waterloo Village Court.
