Police say a Canandaigua man has been arrested on hate crime charges after a physical altercation in the city.
It happened on Park Avenue, according to police, who say Micheal Phillips instigated a physical altercation in front of a child while making racist remarks.
Phillips, a 31-year-old, was arraigned the Ontario County Jail.
He’s been charged with menacing as a hate crime.
