Boarder was observed to be operating on Liberty Street in Penn Yan while having a suspended New York State registration. Upon investigation, a NYS DMV check also revealed the vehicle did not have valid insurance.

Boarder was cited for the offenses and will appear in Penn Yan Village Court at a later date to answer charges.
