While the political debate over bail reform rages through Albany, Cayuga County Sheriff Brian Schenck says some of the people hurt the most by the policy are the repeat offenders themselves.
He says in Cayuga County, many repeat offenders are substance abusers. He says, because they are released immediately, they can no longer get the help and treatment they need.
He says he supports the intention of bail reform, but says in practice, it hasn’t worked.
