Three facing drug charges after pursuit ends with damaged police cruiser in Ontario County

The Ontario County Sheriff’s Office reports the arrest of three people following a high speed pursuit.

Chelsey Storrs, 29, of Williamson, Joshua Garcia, 40, of Phelps, and Patrick Frank, 35, of Lyons were all arrested on various charges after a traffic stop in the town of Manchester.

Storrs and Garcia were both charged with criminal sale of a controlled substance- as a felony, according to deputies.

Meanwhile, Frank was charged with the felony drug charge, as well as unlawfully fleeing an officer, obstructing governmental administration, resisting arrest, and criminal mischief.


Investigators say Frank was the driver of a vehicle that was stopped on Outlet Road in Manchester, which ultimately fled the scene- briefly leading deputies on a high speed pursuit.

He was ultimately stopped and taken into custody, but not before his vehicle rolled into a marked police cruiser causing damage.

Storrs and Garcia were passengers in the vehicle.

All three were transported to the Ontario County Jail.
