A 39-year-old Penn Yan man faces a number of charges following a welfare check investigation in the village over the weekend.
Police were called to check on an intoxicated male who was stumbling in the street with two children in his care.
Edwin Stebbins, 39, of Penn Yan was located by officers near Delano Place on Liberty Street with two young children. He was found to be in a condition that was unfit to care for the kids.
Police say he received medical attention and was charged with two counts of endangering the welfare of a child, reckless endangerment, and disorderly conduct.
It’s unclear if he was arrested on any charges related to intoxication.
