Deputies: Hornell driver charged with felony DWI after traffic stop

Deputies arrested a 32-year-old Hornell resident on felony DWI charges after a traffic stop on County Route 128.

According to deputies, Richard Mincer, 32, was found to have a DWI conviction in the last 10 years, which elevated the most-recent charge from this traffic stop to felony level.


Mincer was charged with DWI as a felony, operating with a BAC over 0.08%, and failure to keep right.

The charges will be answered at a later date in village court.
