Sheriff Kevin Henderson says a Phelps man was taken into custody and charged with first-degree rape after an investigation into a 2017 incident.
On Wednesday around 1:53 p.m. deputies took Thomas Mitchell Jr., 50, of Phelps into custody on a charge of first-degree rape.
The investigation began in December, when the victim reported to authorities that she was raped in August 2017 by Thomas in the area of 5&20 and Freshour Rd. in Hopewell.
Mitchell was taken into custody without incident and will answer the charge at a later date.
