Waterloo man indicted by grand jury after not completing $5K worth of contract work for local agency

A Waterloo man was arrested on felony charges following an indictment by a Seneca County Grand Jury.

Police say John Houck Jr., 46, of Waterloo was charged with third-degree grand larceny and first-degree falsifying business records.

He’s accused of accepting $5,000 in December 2018 to complete a construction project at a not-for-profit in Seneca Falls and failed to complete the work.

In February 2019, authorities say he made a false written promise to repay those funds and failed to do so.

Houck was arraigned in Seneca County Court and was released.
