Penn Yan man charged with forcible touching, unlawfully dealing with a child after two investigations

A Penn Yan man was arrested on a variety of charges after two investigation concluded following an incident earlier this month.

Police say that 55-year-old Vincent A.C. Swartz was arrested by the Penn Yan Police Department following an investigation into an incident on East Main Street on January 8th.

At the time, police were called to the residence for a trespass complaint.

Swartz was found to have provided alcohol to the teen, preceding the incident. As result, Swartaz was charged with unlawfully dealing with a child.

Swartz was further charged with unlawful imprisonment and forcible touching for a separate incident that the Penn Yan Police Department was also investigating involving Swartz.

It’s alleged that at that location in the village, Swartz held a subject down and forcibly touched them.

He was released to appear at a later date.

Police said that after the first incident, a teen was also arrested – but not identified – for menacing an officer with a knife.
