Police: Two accused of kidnapping teen, threatening him for a day at secluded camper

Two men in Cortland are accused of kidnapping and threatening a person who gave police information about one of them in an assault case.

Police say Donavin Fink Jr., 19, of Cortland, and Devin Hines, 19, went to a teen’s home on December 19th – choked him, and threatened him with a knife – before forcing him into an SUV.

Police say the teen’s hands were tied together. The teen is also said to have been blindfolded as the duo drove him to a camper in Slaterville.

Along the way, police say Fink and Hines stopped several times and forced the 18-year-old out of the SUV where they threatened to chain him to the back of it and drag him down the road, CNYCentral.com reports.

After pushing him into a creek after arriving at the camper, he was untied and brought back to his home in Cortland the next day.

Police say the teen didn’t call them right away, and spent the next few days with a friend who convinced him to talk to police.

Fink was charged with first-degree burglary, second-degree kidnapping, third-degree criminal possession of a weapon, fourth-degree conspiracy, intimidating a witness, criminal obstruction of breathing and second-degree menacing.

Hines was charged with first-degree burglary, second-degree kidnapping, and fourth-degree conspiracy.

The investigation remains active. Anyone with information should call the Cortland Police Department at (607) 753-3001.
