Troopers: Syracuse man made terroristic threat at Seneca County treatment facility

Troopers arrested a Syracuse man after responding to the report of threats being made at a substance abuse treatment facility in Ovid.

Luis Santiago, 23, was charged with making a terroristic threat. The felony charge stems from an alleged threat that was made toward a staff member and residents at the Dick Van Dyke Addiction Treatment Center in Ovid.



Santiago made the threats when he learned that he was being discharged due to behavioral issues.

He was held at the Seneca County Jail pending arraignment.
