Ithaca man charged with shooting person with flare gun, causing serious burns

A 19-year-old Ithaca resident has been charged with felony assault after police say he shot a person with a flare gun, causing third-degree burns.

Razeah S. Flanigan, 19, was arrested Thursday and charged with first-degree assault, Ithaca police said in a news release. At about 3:11 p.m. Monday, Aug. 12, officers from the Ithaca Police Department responded to the 500 block of West Seneca Street for a report of a possible gunshot victim. At the scene, they found a man who had third-degree burns on his arms, which police said were a defensive injury. Items on the porch were also smoldering or had burn marks.
