A Walworth man is charged after State Police say a puppy was thrown from a porch railing and bled to death.

Troopers say Austin Decker, 19, was arrested Thursday for an incident that happened in December. They say a four-month-old pit bill/shepherd mix puppy was thrown from a porch railing of a residence. Troopers found the puppy whimpering outside.
Decker was arrested following a review of text messages, as well as interviews with neighbors.
He has been charged under the Agriculture and Markets Law of overdriving, torturing and injuring animals; failure to provide proper sustenance and is due in court on April 2.
