Seneca Narcotics Division arrests seven

A heroin dealer and a local prescription pill ring were busted this week as the Seneca County Sheriff’s Office Narcotics Unit recently arrested seven subjects following investigations in the Seneca County community.

Arrested were the following:

Pablo L. Soto-Burgos, 39, of 11 Lakeview Terrace, Rochester, New York, was arrested on two counts of Criminal Sale of a Controlled Substance in the third degree, Class B Felonies, and two counts of Criminal Possession of a Controlled Substance in the third degree, Class B Felonies. It is alleged that Soto-Burgos sold heroin on two separate occasions in the Town of Junius. Soto-Burgos was arraigned in Seneca County Court and remanded to the Seneca County Correctional Facility on $7,500 cash bail/$15,000 secured bond. Soto-Burgos is to reappear in the Seneca County Court at a later date.

Morgan L. Price, 21, of 1170 Whiskey Hill Road, Waterloo, New York, was arrested on two counts of Criminal Sale of a Controlled Substance in the fourth degree, Class C Felonies, two counts of Criminal Possession of a Controlled Substance in the fifth degree, Class D Felonies, and one count of Conspiracy in the fourth degree, a Class E Felony. It is alleged that Price sold hydrocodone (commonly known as Vicodin) on two separate occasions in the Village of Waterloo and Town of Seneca Falls. It is further alleged that Price worked in concert with others to sell prescription medications in the area. Price was arraigned in the Waterloo Village Court and remanded to the Seneca County Correctional Facility on $4,000 cash bail/$8,000 secured bond. Price is to reappear in the Waterloo Village Court on October 23, 2013 at 11:30am.

Julie A. Price, 44, of 7463 Route 96, Victor, New York, was arrested on charges of Conspiracy in the fourth degree, a Class E Felony and two counts of Criminal Possession of a Controlled Substance in the seventh degree, Class A Misdemeanors. It is alleged that Price unlawfully possessed a quantity of fentanyl in the Village of Waterloo and worked in concert with others to sell prescription medications in the area. It is further alleged that Price unlawfully possessed a quantity of Lyrica while being booked into the Seneca County Correctional Facility. Correction Officers located the Lyrica and turned it over to Sheriff’s Investigators. Price is currently remanded to the Seneca County Correctional Facility on other charges and was issued appearance tickets to appear in the Waterloo Village Court on November 6, 2013 and Romulus Town Court on November 8, 2013.

Ralph J. Garafalo, 56, of 429 West Main Street, Waterl oo, New York, was arrested on a charge of Conspiracy in the fourth degree, a Class E Felony. It is alleged that Garafalo was supplying others with his prescription medications so that they could sell them to others. Garafalo is currently remanded to the Seneca County Correctional Facility on other charges and was issued an appearance ticket to appear in the Waterloo Village Court on November 6, 2013.

Curtis M. Burdick, 55, of 2 Fall Street, Apartment 19, Seneca Falls, New York, was arrested on a charge of Criminal Sale of a Controlled Substance in the fifth degree, a Class D Felony. It is alleged that Burdick sold Tramadol in the Town of Seneca Falls. Burdick was arraigned in the Waterloo Village Court and remanded to the Seneca County Correctional Facility on no bail. Burdick was to reappear in the Seneca Falls Town Court on October 17, 2013 at 3:3 0pm.

Thomas Villa IV, 20, of 103 East Elizabeth Street, Waterloo, New York, was arrested on three counts of Promoting Prison Contraband in the second degree, Class A Misdemeanors. It is alleged that Villa possessed three different types of prescription medications while incarcerated in the Seneca County Correctional Facility. It is believed the prescribed medications belonged to other inmates who utilized a common method of “cheeking” the medications at the time of dispensing, only to be hoarded or used as a form of currency. Correction Officers located the medications and turned them over to Sheriff’s Investigators. Villa is currently remanded at the Seneca County Correctional Facility on other charges and was issued an appearance ticket to appear in the Romulus Town Court on October 25, 2013 at 10am.

Brandon A. Tam, 27, of 14 Swift Street, Waterloo, New York, was arrested on a charge of Unlawful Possession of Marihuana. It is alleged that Tam was in possession of marihuana while at his residence in the Village of Waterloo. Tam was issued an appearance ticket and is to appear in the Waterloo Village Court at a later date.

Assistance in the investigations and arrests was provided by the Geneva Police Department, Monroe County Probation Department, Ontario County Sheriff’s Office, Seneca Falls Police Department, and the Waterloo Police Department.
