Village of Penn Yan Police officers were dispatched to the 100 block of Hamilton Street regarding a complaint of child mistreatment.

Upon arrival, officers spoke with a resident who stated that he had heard someone struggling to get through the thick brush and vegetation in his back yard. The resident said that he then hears a small child calling for help.

A woman, later identifued as Laura Bitner of 210 Florence Street in Penn Yan, emerged from the brush carrying her two-year-old child.

Village officers had been asked by parole earlier in the evening to be on the lookout for Bitner for questioning.

Biitner handed her child to the resident so that she could get out of the brush, then took the child and left the scene.

Village officers and a NYS Parole Officer later located Bitner and her daughter at 109 Hamilton Street where she was taken into custody for Endangering the Welfare of a Child and multiple parole violations.
